I have two 5 gallon Horizontal (Lay on their side) propane tanks in my 1988 Vacationeer Camper...?

They are the original tanks with the star head (Not OPD)... both made in 12/87 & 3/87 Tanks are completely rust & ding free just wondering if they can still be filled legally in Oregon... I just got this camper and i dont know the laws on older tanks without opd... I have pumped propane while a service attendant at a shell station and know how to do it.... The jack wagon stations here in my town won't touch it but the dealer i got it from will do it for me... Confused... Thanks....
