Tire rubs on strut - mazda 626?

My 1997 mazda 626 previously had 18" aftermarket wheels on it when the front left got a flat. I swapped it with the spare and drove on it for a few days til I could get it fixed. When I tried to put the 18" back on the inside of the tire was rubbing against the strut. My first solution was to get smaller wheels so I went with 17" mx-6 wheels. Those wheels also had just the front right tire rubbing. The next thing I did was replace the strut, that didn't work either.
